Watch out for the 'Monsoons' from mid July to mid September in Phoenix Flagstaff region, these are usually afternoon thunderstorms. The weather largely depends on altitude, because of the high altitude most of these parks are not too hot in summer (90's). I would recommend early June or late September (80's). Also the heat in S Utah is 'dry' heat and even 95 can be quite pleasant.
