EDITORIAL WHAT’S UP?  NATIONAL PILOT ALERT, YOUR HELP IS NEEDED:

SOUNDS FAMILIAR, ONLY WORSE: Much like the enhanced Class B we lived under for many months in 2001, here’s an excerpt of the operating instructions for the proposed permanent Washington, DC ADIZ: The operator must apply for and receive a tentative reservation from the FAA for a slot for each flight into and out of DCA. These slots will be given on a first come-first served basis.  Upon receiving the tentative slot reservation, the operator must submit to TSA a request for a DCA flight authorization. Operators must submit this request to the TSA at least 24 hours in advance of the aircraft departure. Upon successful review by TSA, the TSA will communicate its approval to the FAA for the confirmation of the slot reservation. Once FAA finalizes the reservation, the TSA will notify the aircraft operator.’  On top of all this, passenger names must be submitted and, if any change, the entire process must restart.  DCA can’t be expected to live/fly like that.  But if it can happen there, it can happen here.  Let your opinion be known.  Submit your comments to the NPRM Before the February 6, 2006 deadline.  Mail to: Docket Management Facility, Docket No. 2004-17005, U.S. Department of Transportation, 400 Seventh St. SW, Washington, DC, 20590, or fax to 202/493-2251. Or, a petition is available at the club and we’ll do the sending for you.

HANK SMITH reports: “To learn more about weather, visit the web at www.aopa.org/asf.”  The AOPA Air Safety Foundation course, WeatherWise: Ceiling and Visibility will give you tools to cope with two of the most challenging weather phenomena known to pilots. Many pilots don't realize that low ceilings and restricted visibilities are aviation's most deadly killers. With a little knowledge, you can minimize the risk these conditions pose.  Satisfactory completion of this program fulfills the seminar attendance requirement for the FAA Wings Program.  Completion of the course takes approximately 60 minutes. If you registered, your course progress is automatically saved. You may close the course and resume at a later time exactly where you left off.

     The FAA's Pilot Proficiency Award Program, WINGS, is “designed to make you a better pilot and enhance the overall safety record through comprehensive, periodic and enjoyable recurrent training.” Each phase has two components: a safety seminar component and a flight-training component.  Completing a phase of the FAA WINGS Program can take the place of a Flight Review (described in FAR 61.56(e)) if the pilot has satisfactorily completed one or more phases in the previous 24 calendar months. Your Flight Review date will be the date you completed your WINGS training..

     Pilots can complete an FAA WINGS phase in three easy steps: (1) Earn Safety Seminar Credit (often referred to as the "ground" requirement).  To use WeatherWise to satisfy this step, simply print out your online course completion certificate at the end of the course to serve as proof of completion.  (2) Complete the FAA prescribed flight training: one hour of flight training to include basic airplane control, stalls, turns, and other maneuvers directed toward mastery of the airplane; one hour of flight training to include approaches, takeoffs, and landings, including crosswind, soft field, and short field techniques and one hour of instrument training in an airplane, FAA-approved aircraft simulator, or training device.)  The flight-training portion of the FAA WINGS program is documented on a FAA WINGS card (available at the FSDO or www.aopa.org). You must also obtain a logbook endorsement to document the WINGS flight training from the flight instructor who gave you the instruction.  (3) Simply mail your completed FAA WINGS card and a copy of your online course completion certificate to your local Flight Standards District Office (FSDO).

     The safety seminar and flight training portions for each phase must be completed within a 12-calendar month period. After completing a phase, pilots may begin working on the requirements of the next phase at any time; however, one (1) year must pass between the date of completion of the previous phase and the date of application for the next phase.

Santa Monica Airport is now charging a landing fee of $4.14 for most general aviation airplanes; the Seminole is higher.  You may pay at the Administrative Office located by the restaurant, if you land on Monday thru Thursday between 0730 and 1730 and every other Friday from 0800 and 1700.  If you land at other times, there are payment envelopes and a payment box in the lobby.  Indicate on the envelope: date, time, N number and ”Landing Fee” clearly written.  They accept cash or check; no credit cards.

 

Currency is important for everyone.  When you are working on an additional license, don’t forget that you periodically need some solo time.  Student pilots need to have received dual within the previous 2-weeks before being endorsed for solo flight.  Student pilots also must have soloed within the previous 2-weeks before a solo cross-country flight.  This is a good guide to use before taking a practical test whether you are a student pilot or working to obtain your IFR license.  If you are timid about performing stalls, ask your CFI for some spin training.  We have three airplanes we use for spin training and your CFI will be happy to accommodate you.

 

A Study Guide is necessary before taking your Practical Test (Check ride).  All instructors have been notified that their students for 141 will read the “ASA Oral Exam Guide” a minimum of two times before an End of Course evaluation with the Chief Instructor.  If you are an instrument student, you should also review the Introduction Section in Jeppesen a minimum of two times.  Prior to your appointment with a Designated Pilot Examiner the above material should have been read three to four times.  This is good advice for all students.

 

Late with airplane means you are not in the dispatch office at the end of your reserved time.  This does not been that you are just arriving on the ramp.  Tying down an airplane & walking into the office from the west ramp takes approximately 15-minutes, and then the airplane must be refueled.  Please be considerate of other pilots & return 15-minutes early.  This means that if you are in the practice area start returning 30-minutes before the end of your time.  Allow for being extended to the 605 freeway also which seems to be a common occurrence anymore.  Please be considerate of your fellow pilots.

Got a reminder/note from a friend and I've also checked it out regarding Lockheed Martin taking over the flight service stations and how it affects us here in SoCal.

Have you noticed that when you call 1-800-WX-BRIEF that you often get Prescott FSS instead of Hawthorne FSS?  I talked with a briefer tonight and she said she was the only one there, so when you call and the line is busy you will be routed to Prescott.

Prescott doesn't have the same recordings for So Cal weather that Hawthorne does, and they're not as familiar yet with the So Cal weather.  If you use the tape recordings a lot, call 1-866-879-8252 to get directly into Hawthorne FSS, for the recordings and a briefer.

Hawthorne FSS and Riverside FSS are being phased out and will close in April 2006.  Hate to see them go!  Hopefully in April, Prescott will have separate recordings for So Cal weather. — Jackie

a.        Aerodynamic cooling can lower the temperature of an airfoil to zero degrees Celsius even though the ambient temperature is above freezing. Therefore, the outside air temperature gauge in the cockpit may not be an accurate predictor of icing.

b.        Ice is extremely difficult to forecast accurately, so a forecast that does not include icing should not be relied upon when atmospheric conditions of cold temperatures and high humidity exist.

 

PIREPS provide the best information about the presence of ice on a real-time basis. In-flight structural icing affects aircraft performance negatively in four ways:

December 17, 2005 - It's a Groundbreaking Ceremony and USO style Holiday Party at Santa Monica Airport!  Hearken back to the nostalgic era of the 1940's...Big band music...waiters in era garb...Bogie and Bacall... Glenn Miller... and the unveiling of The Spirit of Santa Monica DC-3.  Help commemorate the day, December 17, 1935, that the first DC3 took flight from what is now Santa Monica Airport and the aviation world was changed.   Enjoy music, hor d' oeuvres, WWII planes, a 40's military camp and vintage jeeps and tanks. Celebrity guests include famed actor Cliff Robertson.  The groundbreaking for The Spirit of Santa Monica DC-3 Monument Park, seventy years later, to the day, will reflect the admiration, respect and regard that thousands of people today still feel for this venerated plane.
