The Lyran's dream of raising ESGs is as follows:

 T.II = Turn.Impulse

 1.27  Announce raising of 2 ESGs
 1.31  2 ESGs up
 1.32  2 ESGs impact enemy ship

Advantages:
  1.  ESGs can be announced on 2.29 & up on 3.01
      (ESG up 2 turns after last up (1 + 2 = 3))
      (ESG cooldown 32 impulses (1.32 + 0.32 = 2.32))
  2.  2 ESG impact usually takes down opponents shield,
      leaves opportunities for fire on 1.32 and 2.01!

Disadvantages:
  1.  Opponents don't usually allow this to happen
  2.  Opponents usually fire at Lyran before range 3
