ICSC Adopts ACPAQ Recommendations on place-to-place Surveys
The International Civil Service Commission (ICSC) adopted on Friday, 22 June 2001, the results of the round of place-to-place surveys conducted from June to September 2000 in the headquarters duty stations and Washington.
The results will be implemented in July 2001. They will only be known at the end of this month with the last movements of the exchange rate.
Had the survey results been implemented in June, the increases would have been as follows:

The Commission also accepted that Bern should continue to be linked to Geneva for post adjustment purposes.
The Commission also accepted some changes in the methodology for field duty stations.
In its introductory statement, FICSA commended the spirit of cooperation and transparency that had prevailed throughout the exercise, except in respect of the most important step, namely the collection of the prices in New York, the base city of the system. FICSA accepted to attribute the lack of proper communication with the organizations and the staff in May/June 2001 to an administrative failure. FICSA also referred to the criticism expressed by the independent expert designated by the PAHO/WHO administration and staff with regard to the "editing" of the Washington" prices, but acknowledged that the secretariat of the Commission had expressed willingness to receive him again and to "open the books".
