FINANCIAL RULES
(As amended by the 53rd Session of the FICSA Council, IAEA, Vienna, 7 to 11 February 2000)
(*) As adopted by the 55th Session of the FICSA Council, PAHO/WHO Washington, 4 to 8 February 2002.
(1) The number of votes allocated to a FICSA Member for weighted voting shall be equal to total number of staff represented by FICSA Members x 0.6 divided by the number of members + total staff represented by the Member x 0.4
For example, if the total number of staff represented by 28 FICSA Member Associations/Unions is 26,000, the
weighted vote of a Member representing 2,000 staff members would be
((26,000 x 0.6)/28) + (2,000 x 0.4) = 557 + 800 = 1,377 votes.
(2) As its 36th session, the FICSA Council adopted a recommendation by the Standing Committee on Legal Questions, according to which abstentions are not to be counted in determining the outcome of a vote. A majority is determined according to the number of affirmative and negative votes cast, excluding abstentions.
(3) This shall be done at the beginning of each of its ordinary sessions, when credentials are examined.
