The Annual General Meeting of the Barnsley West and Penistone Constituency took place at 9A High Street, Penistone on Monday 22nd April 1996 at 8.00pm.
At the conclusion of business members were addressed by Paul Watkins, Prospective Parliamentary Candidate who was formally adopted at the meeting.

- PAUL WATKINS ----Prospective Parliamentary Candidate.
- Married to Christine and has adult two daughters
- Professionally, a Registered General Nurse and a partner in a business in the Independent Health Care sector.
- His political background is mainly local government, having served six years as Leader of Dover District Council and presently as Chief Whip to the Conservative Group at Kent County Council. He is the Conservative County Council spokesman for Education Resources and Economic Development.
- Whilst Leader of Dover District Council .He was appointed to the Department of Transport Joint Consultative Committee for the Channel Tunnel.This committee dealt with the planning,construction,transport,economic and environmental phases of the Channel Tunnel and was chaired by the Minister of Transport with responsibility for Railways and also had present a junior Environment minister.
- His experience in education spans the range of sector.He holds governorships in the primary,secondary,and further education spheres and was a member of the Court of the University of Kent at Canterbury.
- He is a Board member of the Southern Housing Group,which is a grouping of voluntary Housing Associations providing social and specialised housing for more than 11,000 tenants in the Southern and South East areas.
- Also a member of the Royal College of Nursing and at one time he represented the organisation as one their Staff Side representatives on the Nurses and Midwives Whitley Council.
- His interests outside politics and business are his family, golf and cricket .
