HEALTHCARE PROJECTS LED FROM CONCEPT TO COMPLETION
The Consultancy was set up in 1985 to work for clients as their representative, leading healthcare projects from concept to completion. The emphasis on Leadership rather than Management reflects the long term, non-coercive style of direction used to cause change, achieve unity and complete projects that satisfy clients and participants. The accent is on bringing the best out of people and responding quickly to change. The consultancy has over time evolved to cover a broad range of services, often delivered by working with associates having appropriate skills. e.g. ISO 9000, Web page design and computerising art collections.
- The clients staff, financial consultants, design consultants and contractors are treated as one team with all but the most commercially sensitive information related to the project, available to all. This pushes responsibility down the line. Individuals are motivated to comment on all aspects of the project, to improve overall performance. However, if individual team members are not performing adequately, firm action is taken privately, reminding them of their contractual obligations.
- We specialise in healthcare developments, but this Project Leadership approach can be applied to any sort of building, capital investment or administrative activity that has definition, action, monitoring, reporting, control and a conclusion.

A little bit about me ..................
Stefan Lubomirski de Vaux has an MBA from Cranfield School of Management, an M.Sc in Bridge Engineering and a B.Sc II.I(Honours) in Civil Engineering from Surrey University.
- Before founding the Project Leadership Consultancy I worked as a civil engineering consultant in Switzerland and London and the Sultanate of Oman on defense, road and bridge projects using systems engineering methods and in-house and remote computers. Then I worked as Assistant to the Chairman of a Middle Eastern Mechanical and Electrical Contractor on the marketing, estimating and business aspects of projects in joint ventures with companies in the U.K., France, Germany, Switzerland, Sweden, U.S.A, Ecuador, Bahrain, Abu Dhabi and Lebanon.
- This was followed by three years as Project Development Manager, taking a 70 bed private hospital in Nottingham and a 50 bed private hospital in Birmingham from concept to completion. This included two investment operations: arranging bank finance, a private share placing and raising funds under the Business Expansion Scheme.
- The consultancy was then set up in 1985 to build on this experience and expertise and has developed from a specialisation in private hospital projects to include nursing homes, sheltered housing, NHS developments of clinics, wards and specialist departments, operational and strategic reviews, project and development brief audits etc.
- This academic and career record has given me a sound knowledge of engineering, business and project management and a range of skills in the UK Health Care Sector, including use of the NHS's Capital Investment Manual, project definition, feasibility studies, site acquisition, engineering, planning, law, finance, fund raising and operations.
- These skills involve managing, motivating and liaising with professionals, to get the best results from them and making verbal and written presentations at all levels from site hut to board room.

What does Project Leadership do ?
While the uniqueness of each client dictates the exact services needed, typically our services might include:
- Being the client's representative throughout the life of the project, thus reducing top managements time input whilst providing continuity of control over all phases of development;
- Project definition - What are the functional, operational & financial goals?;
- Appointment of Design Consultants - Proposing and vetting consultants, fee and contract terms;
- Market Research, Feasibility Studies, Cash Flows, Financing Proposals, Evaluation of Viable Funding Methods and Sources;
- Audit projects, conduct post-implementation reviews and lead rescue missions for projects in distress;
- Management of the design process, ensuring project meets time, specification and cost targets;
- Appointment of Contractors - Proposing and vetting contractors, forms of contract and contract terms;
- Management of construction phase, ensuring swift decisions regarding variations, proposing trade offs to ensure budgets are adhered to whilst keeping to original goals;
- Reporting at all stages of project on design and construction progress, budget, expenditure and cashflow projections;
- Ensuring operational policies match final building;
- Supervising commissioning of building;
- Organising removal from existing to new building, covering all aspects of the move both inside and outside the refurbishment Contract including all liaison with statutory authorities and ensuring no cessation of business when this is required; and
- Supervision of defects liability period and agreement of final account.
- Management consultancy in general - by bringing a fresh perspective on problems, by someone drawn from a different world, new solutions emerge.
