When asked for comments as to why the KZK would wish to become an Imperially Chartered Company, the council K'zk Kasrith-kazereckii provided the following excerpts from the Charter Application:

"The Peoples of Kazerack are a dynamic and evolving race. This has never been as true as it has been during the last Solar Year. The re-emergence of the KZK into the society of the Periphery has caused a continuous stream of momentous events, each of which has had a dramatic and lasting effect on the Kazereckii.

The council of Hive Queens has analyzed these events, and come to certain conclusions regarding the future direction of the KZK. They have relayed these directions to the Central Command, and charged them with ensuring that the wishes of the Hive Queens are carried out.

We believe that we can not be considered to be of equal status by many of the other affiliations until we are officially declared to be so by the Imperials.

We have had difficulty communicating with beings of other races due to their lack of understanding about the true nature of War. There seems to be a common misconception that there is a difference between "civilian" affairs and "military" affairs. This is clearly a weakness on behalf of the other races, but we recognize a need to be able to speak to the other races in terms that they will understand.

To accomplish these goals, we have analyzed our military resources, and identified those that other races would classify as "civilian". All of these resources have been organized into a new Kazereckii department, the Kazereckii Merchant Marine. In human terms, the KMM will be the Civilian Government of the KZK, reporting to the Central Command and through them, to the Hive Queens. The KMM has been charged with the goals of improving communication with other races and achieving official Imperial recognition.

To this end, the Kazereckii Merchant Marine, acting on behalf of the KZK Hive Queens and all of the Peoples of Kazerack, petition the august Emperor Jasil, through his representative the Director of the ISP, for an Imperial Charter.

Sr D'zk Khanchr'a'Temps, interim Director of the Kazereckii Merchant Marine, added that the KZK were "excited by the possibilities that Imperial Charter status opens (to the KZK)". He went on to state that the KZK were "fully cognizant of the rights and responsibilities" that the Imperial Charter brings, and that the KZK were "determined to uphold and enforce (the rights and responsibilities) as our first priority, in order to insure that our Charter becomes permanent as quickly as possible".

The KZK Provisional Charter will be reviewed on 196-36, and a recommendation will be made to His Imperial Majesty, Kaiser Jasil, to determine if the Provisional Charter should be revoked, extended, or if the KZK should be granted a full and permanent Imperial Charter.
