Whereas Article II of the Treaty between the Samillian Hegemony and the Stellar Empire states:

"For the consideration listed in Article I, the SAM grant the IMP clear title to the teleporters. Such title includes the right to manufactuyre teleporters should the IMP successfully research that ability. Clear title does not imply any aid or technology transfer by the SAM to the IMP in the area of teleporter manufacture or teleportation technology. The IMP further agrees that it will not loan, sell, trade, transfer or otherwise covey teleporters or teleporter technology to any non-IMP position, at any time, for any reason." and,

Whereas, on or before 196.6 Imperial colony Agate (4912) did license teleporter technology to the Detinas' Republic's capital (1642) for a period of not less than three weeks and,

Whereas, as partial payment for the title to Detinas colony Bome (571) the Stellar Empire did promise and has delivered teleporters to the aforementioned Republic.

The Queen Mother of all Samillians has instructed her Viziers of the Samillian High Council to regard the aforementioned treaty to be in abeyance, it having been violated by the Stellar Empire, and for them to forthwith set upon a course of action to restore Her Majesty's Gaiwiio and return those things that have been taken from Her.

Accordingly, this office announces that effective immediately,

is deemed to exist between the Samillian Hegemony and the Stellar Empire.

All Imperial vessels will be destroyed on sight. Her Majesty forces have already begun retributive actions within the Capellan Periphery against selected Imperial targets. Attacks will be limited to the forces bearing the indentifier codes of IMP, ISP, ICN, ISS & ITS. Corporate assets or foreign nationals resident within the Capellan Periphery will not be attacked unless they first take up arms against Her Majesty's forces.

The Samillian High Council has been charged with the return or destruction of all teleporter technology tapes in Imperial posession and with the total reunification of the Tesni system within the Vizier Mass. All actions are directed toward that end. No foreign race or group has been asked for assistance in this affair and all outsiders are advised to stand clear of this conflict.

Vice Admiral Sagoyewatha has been recalled from his duties as Ambassador, as is once again at the head of his battle fleet. All inquiries on this matter should be directed to this office. Inquiries to any other Samillian officials will go unanswered. Should the Stellar Empire wish to capitulate and asceed to Her Majesty's demands forthwith, all further reprisals will be halted, but until such time Her Majesty will advance with a firm confidence in Providence, knowing that the Ariziel are with Her.

OOC-The SAM-IMP treaty gave the IMP the right to reverse engineer teleporters but not to transfer them or the technology. I have a printout of DTR Detinas clearly showing the tech license as well as the word of the current leadership of the DTR regarding the details of the Bome trade. No company ships or colonies are currently being targetted.
